Have CD sleeve with product ID and code bar code label but no CD and no
Application name.
Searched internet for Product ID 7515017 with no luck. There must be a
software database matching product ID to application somewhere?

More likely the sleeve label is the product key aka install key, not a
product ID key (unless it says so). Product IDs are not product keys.
Product IDs identify a product title while product keys allow you to
activate that product. That is a short number but check if the label
says Product ID or Product Key.

So why not put the CD into an optical drive and use a file manager tool
to see what is on it? You never mentioned to which operating systems on
hosts you have access to go look at the contents of the disc. Just be
sure the OS on which you mount the disc doesn't search for and
automatically run a program on the disc (an obvious security flaw).

What does this have to do with security?

I don't think there's any reason to expect product IDs to be unique, or
for there to be a general database of them. They're like part numbers or
model numbers, they likely only have any meaning to the specific vendor.
Do you know the vendor?

So what's he going to do with a product ID or even with a product key if
he doesn't have the product to install or use? Maybe he is trying to
match it up with a bunch of loose CDs or he thinks he can sell a product
key alone on eBay but I'm just guessing as to his motive.
